The rest of the book and his life and career had nothing to do with Mexico, the remark is completely out of any context. Nor did he ever have a word lightly or without a point. Were I uncharitable I might say he was the New Dealers / Cold War man with an Iron Heart, just as a certain RH was a certain Chancellor’s man in Prague. Yet Ball very clearly warned against exactly what has been done.
Imperialism is an ugly business, the Latins to our south are perhaps the Latins of our Rome…

As far as improving the Mexicans lot … oh God….

I, too, do not want to be the Emperor of Mexico. It's a strange thing to write out of context in a book, but I instinctively feel that I understand what he means.
He was looking at the border in 1983 and put that in. And then concludes with it, again nothing to do with him.
He was the Regent of France and Germany for Muppet Rei Jean Monnet, and the Imperial 🇺🇸 ambassador to the UN, and set our Congo and Vietnam policy, sent the Diem Coup cable from the Golf Course “but first I finished the round of golf.” He founded the Bilderbergers.
So when he says Emperor he knew of what he spoke. No Clive nor Curzon ever wielded such power (France is not Egypt, Germany not India).
Me too - but at least the State Department is putting the screws to the top of the Narco food chain and one has to think it will help. One can only hope they feel the pain.
